FEHB Open Season: Announcing 2026 Compass Rose Health Plan Rates and Benefits

Compass Rose Health Plan rates and benefits for 2026 are here! Federal Employees Health Benefits (FEHB) Open Season runs from November 10 to December 8, 2025, a time when eligible federal employees and retirees can make changes — like enrolling in the Compass Rose Health Plan! For over 75 years, we have proudly served federal employees and retirees and look forward to continuing to offer exceptional health care that meets our members’ needs.

Get to Know the Compass Rose Health Plan

In 2026, we’ll continue to offer three plan options designed to support you through all stages of life:

Standard Option

Our lowest premium plan covers the essentials: in-network preventive care, provider visits, prescription drugs, and more. You’ll also enjoy added benefits like massage therapy and a vision allowance.

High Option

Looking for more coverage and flexibility? The High Option plan includes unlimited free telehealth visits, massage therapy, and lower copays, plus the freedom to see providers in or out of network. You’ll also have access to a wellness rewards program that helps lower out-of-pocket costs.

Compass Rose Medicare Advantage

Compass Rose Medicare Advantage, a UnitedHealthcare® Group Medicare Advantage (PPO) plan, is available to High Option members who are retired and enrolled in Medicare Parts A and B. It provides enhanced benefits tailored for federal retirees, including up to $1,500 per year toward your Medicare Part B premium, plus coverage for hearing, dental, and vision.

Changes to Our Standard Option Plan:

  • Emergency Room Services: In-network emergency care will change from a $500 copay to 30% of the Plan Allowance, waived if admitted (deductible applies).

Changes to Our High Option Plan:

  • Emergency Room Services: Deductible will apply.
  • In-Network Out-of-Pocket Maximum: The in-network out-of-pocket maximum will increase from $5,000 to $6,000 for Self Only and from $10,000 to $12,000 for Self Plus One and Self and Family.
  • Out-of-Network Out-of-Pocket Maximum: The out-of-network out-of-pocket maximum will increase from $7,000 to $8,000 for Self Only and from $14,000 to $16,000 for Self Plus One and Self and Family.
  • In- vs. Out-of-Network Out-of-Pocket Maximums: Only in-network expenses will count toward the in-network out-of-pocket maximum. Out-of-network expenses will only count toward the out-of-network out-of-pocket maximum. These maximums are separate and are not combined. Out-of-network cost sharing will not accumulate to the in-network maximum unless meeting criteria to be reimbursed at the in-network rate due to the No Surprises Act.
  • Enhanced Surgery Benefit at Centers of Excellence: You will have no out-of-pocket costs when you use a designated Center of Excellence for certain surgical procedures. If you live more than 50 miles from a Center of Excellence, you may be eligible for a $2,000 travel benefit for certain covered surgeries. Otherwise, you will pay 10% coinsurance for in-network surgical services. To learn more, visit compassrosebenefits.com/COE.
  • Specialty Drug Cost Share (Tier 5): The maximum cost share for a 30-day supply of Specialty Formulary/Preferred Brand Name (Tier 5) drugs will increase from $250 to $300.

Changes to Compass Rose Medicare Prescription Drug Plan (PDP) EGWP:

  • Maximum Out-of-Pocket Drug Cost: The annual Part D out-of-pocket maximum will increase from $2,000 to $2,100.

Changes to Our Medicare Advantage Plan:

  • Generic Medication Copays (Tier 1): Your copay will increase from $1 to $3 for a 30-day supply and from $2 to $6 for a 90-day supply of generic tier 1 medications.
  • Maximum Out-of-Pocket Drug Cost: The Part D out-of-pocket maximum will increase from $2,000 to $2,100.
  • Hearing Aid Allowance: The allowance for unlimited hearing aids every three years will be $1,500 through UnitedHealthcare Hearing. Allowance is combined for both ears. UnitedHealthcare Hearing provides a wide selection of prescription and non-prescription hearing aids at significant savings. You must contact UnitedHealthcare Hearing prior to using your hearing aid allowance.
  • Dental Coverage: We’ve made updates to your dental coverage. Here’s what’s included with your 2026 benefits, so you know exactly what to expect:

    Class 1 Preventive & Diagnostic (P&D): $0
    Class 2 Minor: $0
    Class 3 Major: Not covered
    Deductible: $0
    Annual Calendar Maximum (P&D not included): $500

Changes to All Plans:

  • Gender Transition Services Coverage: Chemical and surgical modification of an individual's sex traits through medical interventions, including gender transition services, will no longer be covered.

How to Enroll During FEHB Open Season

Open Season runs from November 10 to December 8, 2025. During this time, you can enroll in a new FEHB plan or make changes for 2026 coverage. 

Active Employees  

There are two ways you can enroll in the Compass Rose Health Plan during Open Season:  

Coverage for your 2026 FEHB plan begins the first day of the first full pay period that begins on or after January 1, 2026.  

Federal Retirees/Annuitants  

There are several ways you can enroll in the Compass Rose Health Plan during Open Season:  

  • Use OPM's Open Season Online system   
  • Call Open Season Express at 1-800-332-9798  
  • Send regular mail to:

You’ll need the full name of the health plan and the three digit enrollment code (see above) to enroll. Coverage for your 2026 FEHB plan begins January 1, 2026.
